Outcome of grilling #5 (decisions recorded in a comment on #5). Tickets #5, #7, #8 and #9 were rewritten, and #14 was created.

Evidence

Before: vicoli is private, so anonymous GET /v2/vicoli/forgejo-mcp/tags/list returns 401. Forgejo 16 decides package visibility per owner, not per package (services/packages/perm.go).
After: Docs only. Nothing is published yet.

docs: publish the Image from a public vicoli-oss org d9e1682fd5

Record ADR 0004 and update the glossary: Consumers are anyone and pull
anonymously, and the Image lives at code.vicoli.de/vicoli-oss/forgejo-mcp.

docs(adr): Rebuild counts against a recorded Upstream Version 1cf375d524

The Pin records which Upstream Version its Rebuild number belongs to, so
bumping the Upstream Version never has to reset the Rebuild and Renovate
needs no post-upgrade command.
