Adds a project-scoped .mcp.json registering the Context7 HTTP MCP server (https://mcp.context7.com/mcp). The API key comes from the CONTEXT7_API_KEY env var, so no secret is committed.

Tested: claude mcp get context7 picks up the project config, and initialize + a resolve-library-id tool call against the endpoint both succeed using the key header.
